Annie Low serves as SCAN’s Chief Quality Officer, where she leads the organization’s five-star strategic initiatives. She directs a high-performing team in developing holistic support and outreach programs that promote the health, independence, and satisfaction of SCAN’s members. In this capacity, Annie also oversees healthcare services processes and programs focused on advancing managed care, achieving exceptional Star Ratings, and driving measurable improvements in health outcomes across SCAN’s diverse member population.
With expertise in Medicare Advantage quality and Stars performance spanning back to the early implementation of the Affordable Care Act and the launch of Star Ratings in 2011, Annie brings unparalleled experience and strategic vision to her role.
Before joining SCAN, Annie held leadership positions as Vice President of Medicare and MMP Quality and Member Experience at Molina Healthcare and Staff Vice President of Medicare Quality & Star Ratings at Elevance. In these roles, she successfully designed and implemented impactful initiatives that elevated member satisfaction, enhanced quality, and improved healthcare outcomes.
