As Senior Vice President of National Sales David Milligan is responsible for growing SCAN Health Plan’s member base in current and potential new markets. Under his leadership the SCAN sales team works year-round in the communities SCAN serves, helping to ensure the health plan understands the needs of seniors in each distinct market. 
Prior to joining SCAN in 2011, he served as vice president of sales compliance for HealthSpring/Bravo Health, a Baltimore-based Medicare advantage health plan. He has also served in a variety of executive and leadership positions, including as a senior sales director at CareMore Health Plan, vice president of customer retention at UnitedHealth Group, and a director of sales at PacifiCare Health Systems.

David earned his Master of Business Administration at Loyola Marymount University and his Bachelor of Science in Business Administration from California State University, Long Beach. He is a state-licensed life and health insurance agent.
