SCAN Board of Directors

The SCAN Board of Directors brings a wealth of corporate governance experience and personal commitment to ensure SCAN remains a leading healthcare provider for seniors in our community. Current Directors include:

SCAN Executive Management

SCAN is led by a strong management team, dedicated to ensuring SCAN fulfills its mission and serves well the membership and communities in which it does business. Current officers and executives include:

David Schmidt, Chief Executive Officer
Mr. Schmidt brings more than 30 years of executive management experience to his position as CEO of SCAN, including executive positions with Care America/Blue Shield Health Plan, FHP Healthcare and Medicheck. Since joining SCAN in 2002, Mr. Schmidt has restructured management, implemented a state-of-the art information technology system, and significantly increased membership to position the company for future expansion. He has also taken an active role in Washington D.C. and Sacramento to bring new initiatives and programs to SCAN members. Mr. Schmidt sits on the board of the California Association of Health Plans.

Mr. Schmidt holds both a Master of Business Administration and Bachelor of Arts in Economics from the University of California, Los Angeles.
Dennis Eder, Chief Financial Officer
Mr. Eder has more than 20 years of financial and health care management expertise, which he calls on in his responsibilities as CFO supervising the strategic planning and tactical functioning of all financial, risk management, and workplace services operations at SCAN. Mr. Eder is a member of the Board of Directors for SCAN Health Plan Arizona and SCAN Long Term Care. Before joining SCAN, Mr. Eder was CFO for Alpha Therapeutic Corporation, Long Term Care Group, and UniHealth. He also served as CEO of Care America Health Plan, a 265,000-member organization.

Mr. Eder holds a Master of Business Administration and a Bachelor of Arts in History from the University of California, Los Angeles. He also holds a Master of Arts in History from the University of Chicago. Mr. Eder, a certified public accountant (inactive), began his professional career at Arthur Andersen & Co. He was recently named non-profit “CFO of the Year” by the Los Angeles Business Journal.
Timothy C. Schwab, Chief Medical/Informatics Officer, M.D., F.A.C.P., M.H.A
Dr. Schwab joined SCAN Health Plan in 1990 and now serves as Chief Medical and Informatics Officer (CM/IO). Dr. Schwab oversees and manages all of the SCAN medical policies, pharmacy, medical informatics, and government relations. He is responsible for strategic initiatives designed to enhance the health care experience for members. He served as Social HMO site director in the Social HMO demonstration project activities.

Dr. Schwab serves on the California Olmstead Committee; was a delegate to the 2005 “White House Conference on Aging”; and has also played an active role in several committees of the American Society of Internal Medicine and the American College of Physicians. He is on the board of directors for Front Porch, a not-for-profit senior living organization.

Dr. Schwab received a Doctor of Medicine from the University of Colorado. He received a Bachelor of Science degree from Colorado State University. He completed his residency in internal medicine at St. Mary Medical Center in Long Beach, California, part of the UCLA system.
Tom Lescault, President SCAN Health Plan Arizona
Mr. Lescault has more than 30 years of executive management experience in government and health care management. Prior to joining SCAN, Mr. Lescault was the founder and managing partner of the MRG Group, a health care management consulting firm located in Phoenix, Arizona. He has held several executive health care positions at Arizona Physicians IPA, Intergroup of Arizona, Foundation Health Systems and Health Net. Before entering the health care market, Mr. Lescault held several executive level positions within state government, including Special Assistant to former Arizona Governor Bruce Babbit.

Mr. Lescault currently serves as the president of the Arizona Association of Health Plans and is Chairman of the Parkinson Network of Arizona board of directors. He is also an active participant in community organizations including Valley Leadership and the Arizona Town Hall.

Mr. Lescault holds a Bachelor of Arts degree from Princeton University.
Peter Begans, Senior Vice President, Public and Government Affairs
Peter Begans joined SCAN in 2010 to oversee health care policy making on the state and federal levels, and to open the organization’s first Washington, DC, office.

Most recently, Peter was Vice President of federal affairs for Medco Health Solutions in Washington, DC. Prior to that he was Vice President of government relations for Prudential Insurance Company also in Washington. His extensive experience in the political arena includes serving as director of communications for Governor Tom Kean of New Jersey. He was also a national political analyst for ABC News in New York. Peter graduated Magna cum laude from Boston College, where he earned a Bachelor of Arts degree in English. He also holds a New Jersey Teaching Certificate from Jersey City State College.
Douglas A. Jaques, Esq., Senior Vice President, General Counsel and Secretary
Mr. Jaques joined SCAN in 2006. He was previously a partner in the health law department of McDermott Will & Emery LLP. As general counsel for SCAN, Mr. Jaques provides legal advice in support of both the SCAN Board of Directors and business operations. He supports the overall strategic policies and business operations of the company by preventing or equitably resolving disputes between the company and various stakeholders including providers, employees, and vendors. Mr. Jaques was also previously a member of the Board of Directors of Long Beach Memorial Medical Center and is currently Chair of the Jonathan Jaques Children’s Cancer Center Advisory Board at Long Beach Memorial Medical Center.

Mr. Jaques holds a Bachelor’s degree in Economics from Stanford University, and received his Law degree and Master’s degree in Business Administration from the University of California, Los Angeles.
Roger L. Lapp, Senior Vice President, Sales/Membership
Mr. Lapp joined SCAN in March 1997. He previously held sales positions with FHP Health Care and Secure Horizons. He has held executive and board positions within the financial services industry in California, Oregon, and Washington.

With SCAN, Mr. Lapp is responsible for growth of membership and manages functions internal and external dedicated to the purpose. These include the sales force, broker production, employer group, Medi-Medi and telesales, plus sales training and development.

Mr. Lapp holds a Bachelor’s degree in Business Administration/Management and a Master’s degree in Organizational Development and Management from Azusa Pacific University, California.
Rebecca Mauritson Learner, Senior Vice President and Compliance Officer
Ms. Learner joined SCAN in 1999. She previously held executive positions with Foundation Health Systems and Blue Shield of California. Her responsibilities at SCAN include regulatory relations and management of the organization’s compliance program. As a senior level executive, she is involved in charting the strategic direction of the organization, sponsoring initiatives in support of that direction, and providing leadership on a number of issues important to the company.

Ms. Learner holds a Bachelor of Science in Business Administration with an emphasis in Marketing and a Bachelor of Science in Economics from Oregon State University, and an MBA from the University of Nevada, Las Vegas.
Deborah A. Miller, Senior Vice President, Health Care Services
Ms. Miller has worked at SCAN for 10 years, after having held executive positions at Vitas Healthcare Corporation. At SCAN, Ms. Miller is Senior Vice President of the Health Care Services Division and is responsible for clinical services operations including Utilization Management, Quality Improvement, Disease Management, Complex Case Management and Monitoring, Care Transitions, Independent Living Power™ and Special Needs Plans. Ms. Miller is also responsible for the Independence at Home™ program sponsored by SCAN which includes the largest MSSP program in California. She provided the vision and guidance in the development of the Geriatric Health Management Model which delivers case management services to high risk seniors with chronic medical and complex social needs.

Ms. Miller received her Master’s degree in Social Work from the University of California, Los Angeles and is a Licensed Clinical Social Worker.
Henry W. Osowski, Senior Vice President, Corporate Development
Mr. Osowski is an experienced health care strategist who has provided executive leadership to health plans for more than 30 years. He joined SCAN in 2004 and led the organization’s efforts to expand into Ventura and San Diego Counties. Mr. Osowski also led SCAN’s entry into Arizona and served as the President of SCAN Health Plan Arizona and SCAN Long Term Care. Most recently, he led SCAN’s expansion into Northern California.

Mr. Osowski holds a Bachelor’s degree in Political Science from Massachusetts College, Salem.
Marc J. Radner, Senior Vice President, Human Resources
Mr. Radner joined SCAN in 2001 bringing more than 20 years of experience to SCAN. He previously held executive positions with PacifiCare Behavioral Health, Boeing, McDonnell Douglas and Cigna. With SCAN, Mr. Radner is responsible for providing overall executive direction of the human resource management and organizational development functions and activities supporting the organization’s strategic goals and objectives.

Mr. Radner holds a Bachelor’s degree in Applied Psychology from California State University, Long Beach and a Master’s degree in Industrial/Organizational Psychology from Wayne State University, Michigan.
Elizabeth S. Russell, Senior Vice President, Network Management
Ms. Russell joined SCAN in 2005. She previously held senior executive positions with HealthCare Partners Medical Group, Heritage Provider Organization, and United Health Plan, formerly PacifiCare. In those roles she was responsible for business development, operations, and physician and network strategy. At SCAN, Ms. Russell is responsible for provider strategies, network management, and claims operations.

Ms. Russell holds a Bachelor of Arts degree in Literature from Pitzer College and a Master’s degree in Business Administration from the University of Southern California.
Sherry L. Stanislaw, Senior Vice President, Service Operations, Marketing
Ms. Stanislaw joined SCAN in February 1998. She previously held management positions with Talbert Medical Group and FHP Health Care. Key areas of responsibilities for SCAN include Marketing, Sales, Public Relations, Member Services, Enrollment, Member Education and Diversity, and product/benefit design and implementation.

Ms. Stanislaw holds a Bachelor of Science degree in Organizational Behavior from the University of San Francisco, California.
Merlin (Roy) Swackhamer, Chief Information Officer
Mr. Swackhamer joined SCAN in 2007, bringing to SCAN more than three decades of experience in information technology as well as significant executive management experience. At SCAN, Mr. Swackhamer is responsible for managing all IT resources and establishing IT strategic direction.

Before joining SCAN, Mr. Swackhamer served as vice president and chief information officer of CNF, Inc. (now Con-way, Inc.) and Menlo Worldwide. He also served as chief information officer for PacifiCorp Electric Operations, vice president of business systems development for U.S. BanCorp and IT director for Nike, Inc.

Mr. Swackhamer holds a Bachelor of Arts degree in Math from Central Washington University, Ellensburg, Washington.
