(SAN DIEGO, CA – September 5, 2006) -- SCAN Health Plan, one of California’s
fastest-growing Medicare Advantage Plans, announced today that it has expanded
into San Diego County and will be accepting new Medicare members effective
January 1, 2007. SCAN currently serves more than 90,000 Medicare-eligible
individuals in Southern California.

Serving as provider partner for SCAN will be nationally-renowned Scripps Health,
a not-for-profit community-based health care delivery network comprised of
affiliated physicians, acute-care hospitals, an extensive ambulatory care
system, home health care, associated support services and clinic locations
throughout San Diego County. SCAN members will have access to physicians and
hospitals affiliated with Scripps including Mercy Physicians Medical Group, Penn
Elm Medical Group, Scripps Clinic and Scripps Mercy Medical Group.

“We are very excited about entering San Diego County and are extremely pleased
to have Scripps as our partner in this venture,” said David Schmidt, president
and chief executive officer of SCAN. “Scripps shares our not-for-profit mission
of community service and has an unquestioned reputation for excellence and
quality care. Combined, we are able to offer seniors in San Diego a real choice
in how and through whom they receive their healthcare.”

Specific benefit offerings will be announced October 1 in accordance with the
timetable set forth by the Center for Medicare and Medicaid Services. Also in
October, SCAN will be conducting free community “Straight Talk Forums” where
Medicare eligible individuals can learn about their health plan choices, compare
options, find out about changes taking place in Medicare for 2007, get an update
on Medicare Part D prescription drug coverage and have their questions answered.
Information and registration for these no-cost, no-obligation forums can be
obtained by calling 1-866-841-5308.

”Scripps is always looking for new partnership opportunities that will allow us
to better serve our patients and the greater San Diego community, as well as
fulfill our mission to provide high quality, compassionate health care,” said
Scripps President & CEO Chris Van Gorder. “Scripps is uniquely positioned to
provide SCAN members a choice of expert physicians from North County to South
Bay and access to our nationally recognized hospitals.”

Since its founding in 1977, SCAN has demonstrated a unique passion for finding
innovative ways to enhance its members’ abilities to manage their own health and
continue to control how and where they live. “We know that people on Medicare
want to remain independent and in their own homes for as long as possible,” said
Schmidt. “The unique array of services we will be offering in San Diego is
consistent with this commitment and the company’s not-for-profit mission.”

SCAN is one of California’s fastest-growing senior-focused health plans,
currently serving more than 90,000 Medicare-eligible individuals in Los Angeles,
Orange, Riverside, San Bernardino, Ventura and Kern counties. In addition, the
plan was recently awarded a three-year contract by the Arizona Health Care Cost
Containment System to provide long-term care services to low-income elderly and
physically disabled Arizonans enrolled in the Arizona Long-Term Care System
program in Maricopa County. Further information may be obtained at
