Marc Lato, M.D., Named Medical Director of
SCAN Health Plan in Arizona

(PHOENIX, AZ – September 25, 2006) — SCAN Health Plan announced today that it has appointed Marc Lato, M.D., as medical director of SCAN Long Term Care in Phoenix.

Prior to joining SCAN, Dr. Lato served as chief medical officer of Arizona Physicians’ IPA, a United Health Group Company in Phoenix. He previously served as corporate medical director for Mercy Care Plan in Phoenix and also was a medical director for Blue Cross Blue Shield of Arizona.

“Dr. Lato is a longtime member of the medical community in Maricopa County,” said Henry Osowski, chief executive officer of SCAN Long Term Care. “He has a unique understanding of the market and shares our mission of ensuring that seniors have access to quality healthcare.”

Twice voted one of the top family practice doctors by Phoenix Magazine, Dr. Lato has been an active member of the Arizona medical community for more than three decades. He is a graduate of the University of Arizona College of Medicine in Tucson, and he completed his internship and residency in Family Practice at St. Joseph’s Hospital and Medical Center in Phoenix.

Earlier this year SCAN was awarded a three-year contract by the Arizona Health Care Cost Containment System to provide long-term care services to low-income elderly and physically disabled Arizonans enrolled in the Arizona Long-Term Care System (ALTCS) program in Maricopa County.

Currently, more than 40,000 Arizona residents are enrolled in ALTCS, many of whom share the same frailty and chronic illness characteristics found in many of SCAN’s current membership of more than 90,000 Medicare eligible enrollees. ALTCS participants are covered for medical care, including doctor’s office visits, hospitalization, prescriptions, lab work and behavioral health services. ALTCS has been viewed as a national model for its success in placing and supporting a high percentage of individuals in their home or community-based residential facilities where appropriate rather than placement in the more costly nursing home care.

The first new ALTCS members in SCAN will be effective on October 1. In anticipation, SCAN has assembled a strong local provider network and has opened a Phoenix-based office that is being staffed by local individuals such as Dr. Lato and recently appointed Vice President/General Manager Maureen McGurrin who bring with them hands-on experience in Maricopa County.

Founded in 1977, SCAN is one of the four largest Medicare Advantage Plans in all of California and consistently ranks as one of the state’s fastest growing. The not-for-profit health plan currently serves more than 90,000 seniors in Los Angeles, Orange, Riverside, San Bernardino, Ventura and Kern counties. In addition to its health plan, SCAN also manages one of the largest and most successful Multi-Purpose Senior Service Projects (MSSP) in California providing community-based, long-term care and in-home personal-care coordination for low- income frail seniors.
