SCAN Executive Management

SCAN is led by a strong management team, dedicated to ensuring SCAN fulfills its mission and serves well the membership and communities in which it does business. Current officers and executives include:


Chris Wing, President and Chief Executive Officer
Mr. Wing joined SCAN in 2011. As President and CEO, Mr. Wing is responsible for working with the board of directors, leadership team and employees of SCAN to develop innovative ways to advance the company’s mission while responding to the nation’s changing healthcare landscape. Mr. Wing will also be partnering with regulators, legislators, and community leaders to promote healthcare solutions based on the SCAN Health Plan model of health management for Medicare beneficiaries and the disabled.

Mr. Wing has more than 25 years experience, having served in top executive positions across a wide spectrum of the healthcare industry. Most recently he was executive vice president and chief operating officer for Healthcare Partners, one of the largest medical groups in the nation. Prior to that he was CEO/executive vice president for Health Net’s west coast operations. He was also CEO/executive vice president for PacifiCare of California and held a variety of leadership positions with Blue Cross of California, Lincoln National Life Insurance Company and Prudential Health Care Plan.

Mr. Wing serves on the board of directors of Olive Crest, an organization dedicated to preventing child abuse. Mr. Wing is also a founding board member of Resplendent Hope, a faith-based organization that is committed to advancing the cause of widows and orphans in selected third-world countries.

Mr. Wing holds a Master of Business Administration in Strategic Planning from the University of Southern California. His Bachelor of Science degree in Corporate Marketing and Finance is from California State University, Long Beach.
Bill Roth, Chief Operating Officer
Bill Roth joined SCAN in 2011. As Chief Operating Officer, Mr. Roth oversees several core operational areas for SCAN including claims, healthcare services, informatics and IT. Under his leadership SCAN is working to synergize these departments in ways that improve efficiencies and bring added benefits to members.

An accomplished healthcare executive, Mr. Roth has more than 20 years of managed care experience. Most recently he served as president of individual and small business markets at CIGNA HealthCare in Connecticut where he led the company's nationwide entry into the individual and small group markets. He also served as business leader when CIGNA acquired Great-West Healthcare. Prior to working at CIGNA, Mr. Roth served as a senior vice president at Aetna, where he ran the company’s small group, individual, Medicare and Medicaid businesses. He has also held senior executive positions at Blue Cross of California and WellPoint.

Mr. Roth earned both his Bachelor of Science and Master of Business Administration at Indiana University.
Timothy C. Schwab, M.D., F.A.C.P., M.H.A., Chief Medical Officer
Dr. Schwab joined SCAN Health Plan in 1990 and now serves as Chief Medical Officer. Dr. Schwab sets all of the SCAN medical policies and is responsible for strategic initiatives designed to enhance the health care experience for members. He manages pharmacy and oversees the medical directors within SCAN. Dr. Schwab also supervises Independence at Home, which operates the largest MSSP site in California.

Prior to joining SCAN Health Plan, Dr. Schwab served as Medical Director of Physicians of Greater Long Beach, an independent physicians association. He also practiced internal medicine for 10 years as a partner with Harriman Jones Medical Group based in Long Beach, California.

Dr. Schwab received a Doctor of Medicine from the University of Colorado and completed his residency in internal medicine at St. Mary Medical Center, part of the UCLA system, in Long Beach, California. Dr. Schwab holds a Master’s Degree in health administration from the University of La Verne and received a Bachelor of Science degree from Colorado State University.
Randy Stone, Chief Financial Officer
Randy Stone is chief financial officer of SCAN Health Plan. In this role Mr. Stone has responsibility for the finance, risk management, workplace services and actuarial services.

Prior to joining SCAN in 2011, Mr. Stone served for nine years as chief financial officer of L.A. Care Health Plan in Los Angeles, the largest public healthcare agency in the U.S. servicing 850,000 low-income members and generating revenues exceeding $1 billion. Before that he served as senior vice president and chief financial officer of Unimed Management Company, a physician practice company consisting of seven separate medical groups servicing nearly 500,000 commercial and senior individuals.

Mr. Stone earned an MBA in accounting/finance and a bachelor’s degree in management and accounting, both from California State University, Long Beach.
Nancy J. Monk, Chief Risk Officer
Nancy Monk was named Chief Risk Officer for SCAN in 2012. In this role she oversees the key areas impacted by regulatory oversight: corporate compliance, enterprise risk management and internal audit.

Before joining SCAN Ms. Monk was senior vice president, regulatory and public affairs for United Healthcare, where she led the regulatory and compliance activities for the company’s western region. In her previous position as vice president of state government affairs for PacifiCare Health Systems, she oversaw the regulatory affairs and public policy programs for all states in which the company operated. Prior to that she was a government relations executive for National Medical Enterprises, Inc. (now Tenet Healthcare).

Ms. Monk received her Bachelor of Science degree from Mount Holyoke College. Her Master’s degree in Business Administration and Master’s in Public Health are from the University of California, Los Angeles.
Cathy Batteer, Senior Vice President and General Manager, all Markets
Cathy Batteer joined SCAN Health Plan in 2011, bringing a strong background in product leadership and provider contracting and service. As Senior Vice President and General Manager, all Markets, Ms. Batteer is responsible for the company’s market-based operations in California and Arizona. In this position, she is responsible for managing the important business partnerships with SCAN’s healthcare provider networks. She and her team work to ensure that SCAN members have access to high-quality, affordable benefit plans.

Ms. Batteer has more than 25 years’ experience in the healthcare industry. Most recently she served as vice president of Medicare for UPMC Health Plan in Pittsburgh, a subsidiary of University of Pittsburgh Medical Center, a nationally recognized integrated healthcare delivery system. She previously worked with SCAN from 2001 to 2005, serving as senior vice president of network management. Prior to that Ms. Batteer was vice president of health services and provider delivery for PacifiCare of California.

She holds a Master of Public Administration in Health Care Administration from the University of Southern California, and a Bachelor of Science in Health Planning and Administration from Pennsylvania State University.
Sherry L. Stanislaw, Senior Vice President, General Manager, Southern California
Ms. Stanislaw joined SCAN in February 1998 and brings over 30 years of healthcare experience to her role, with a strong background in operations. As General Manager for SCAN in Southern California, Ms. Stanislaw is responsible for the health plan’s overall performance in its largest market. In addition, she provides oversight of SCAN’s Marketing, Product Development and Implementation, Market Expansion, Community Outreach, and Communications/Public Relations efforts.

Before joining SCAN she held a broad range of management positions with Talbert Medical Group and FHP Health Care.

Ms. Stanislaw holds a Bachelor of Science degree in Organizational Behavior from the University of San Francisco, California.
Peter Begans, Senior Vice President, Public and Government Affairs
Peter Begans joined SCAN in 2010 to oversee health care policy making on the state and federal levels, and to open the organization’s first Washington, DC, office.

Most recently, Peter was Vice President of federal affairs for Medco Health Solutions in Washington, DC. Prior to that he was Vice President of government relations for Prudential Insurance Company also in Washington. His extensive experience in the political arena includes serving as director of communications for Governor Tom Kean of New Jersey. He was also a national political analyst for ABC News in New York. Peter graduated Magna cum laude from Boston College, where he earned a Bachelor of Arts degree in English. He also holds a New Jersey Teaching Certificate from Jersey City State College.
Eve Gelb, Senior Vice President, Healthcare Services
Eve Gelb joined SCAN in 1997. As Senior Vice President, Healthcare Services, Ms. Gelb is responsible for all Healthcare Services functions, including Care Management, Care Coordination, Quality Management and Utilization Management. These are the areas that deliver the SCAN Model of Care, which revolves around caring for the whole individual and spans the continuum of a member’s health status.

Ms. Gelb has more than 18 years of healthcare experience, previously working at Texas Children’s Hospital in Houston.

Ms. Gelb earned her Master of Public Health degree from Tulane University and has a Bachelor of Arts degree from the University of California, Los Angeles.
Douglas A. Jaques, Esq., Senior Vice President, General Counsel and Secretary
Mr. Jaques joined SCAN in 2006. He was previously a partner in the health law department of McDermott Will & Emery LLP. As general counsel for SCAN, Mr. Jaques provides legal advice in support of both the SCAN Board of Directors and business operations. He supports the overall strategic policies and business operations of the company by preventing or equitably resolving disputes between the company and various stakeholders including providers, employees, and vendors. Mr. Jaques was also previously a member of the Board of Directors of Long Beach Memorial Medical Center and is currently Chair of the Jonathan Jaques Children’s Cancer Center Advisory Board at Long Beach Memorial Medical Center. SCAN’s Human Resources Department also reports to Mr. Jaques.

Mr. Jaques holds a Bachelor’s degree in Economics from Stanford University, and received his Law degree and Master’s degree in Business Administration from the University of California, Los Angeles.
Moon Leung, Ph.D., Senior Vice President, Healthcare Informatics
Moon Leung has been with SCAN since 1999 and was previously Vice President, Healthcare Informatics. Dr. Leung is nationally recognized as an expert in biostatistics and healthcare informatics. He and the Informatics team lead many analyses and activities that are critical to SCAN’s success and sustainability, including risk adjustment, CMS Stars scoring, HEDIS, and encounter data processing. In addition, Dr. Leung previously oversaw the creation of the company’s data warehouse and executive information system (EIS).

Prior to joining SCAN, Dr. Leung was Director of Data Management and Information Analysis for Foundation Health Systems (FHS), Woodland Hills, California. In this position, he was responsible for providing corporate-wide support, design and analysis of all disease management studies, HEDIS and data warehousing for 17 different health care plans. Additionally, Dr. Leung’s expertise in biostatics has resulted in the publication of over two dozen papers and articles in such periodicals as the Biometrical Journal, Annual Review of Public Health, The American Journal of Public Health, Archives of Internal Medicine, and the Journal of Clinical Epidemiology.

Dr. Leung holds a Ph.D. in Biostatistics from the University of California, Los Angeles, and Bachelor of Science and Masters of Philosophy in Statistics from the Chinese University of Hong Kong.
Gil Miller, Senior Vice President of National Sales
Gil Miller joined SCAN in 2011 as Senior Vice President of National Sales for SCAN Health Plan. Mr. Miller brings a wealth of strategic sales experience to SCAN, where his responsibilities include growing our member base in current and potential new markets.

Before joining SCAN, Mr. Miller served as executive vice president of sales for Bravo Health, a Medicare Advantage health plan based in Baltimore, Maryland. Prior to his work with Bravo, Mr. Miller served as vice president of enterprise sales for PacifiCare/Secure Horizons and before that he was vice president of performance management for United HealthGroup.

Outside of healthcare, he has held executive positions with American Financial Resources and General Electric Capital.
Merlin (Roy) Swackhamer, Chief Information Officer
Mr. Swackhamer joined SCAN in 2007, bringing to SCAN more than three decades of experience in information technology as well as significant executive management experience. At SCAN, Mr. Swackhamer is responsible for managing all IT resources and establishing IT strategic direction.

Before joining SCAN, Mr. Swackhamer served as vice president and chief information officer of CNF, Inc. (now Con-way, Inc.) and Menlo Worldwide. He also served as chief information officer for PacifiCorp Electric Operations, vice president of business systems development for U.S. BanCorp and IT director for Nike, Inc.

Mr. Swackhamer holds a Bachelor of Arts degree in Math from Central Washington University, Ellensburg, Washington.
