(LONG BEACH, CA – May 22, 2006) — SCAN Health Plan, one of California’s fastest-
growing Medicare Advantage Plans, has named Thomas Dey director of public and
government affairs, effective immediately. Dey is an accomplished public affairs
professional with more than three decades of experience in policy development,
corporate government affairs and legislative and regulatory activities in the
healthcare delivery, health insurance and managed care industries.

“Tom is highly versed in California politics and legislation,” said David
Schmidt, chief executive officer of SCAN. “He has spent his entire career
developing a bipartisan reputation for honesty and integrity with political
leaders in California and around the nation. We are pleased that he has decided
to join the SCAN team at a time when there are so many important public policy
issues before the industry and the nation.”

Dey formerly served as vice president of government affairs for Blue Shield of
California where he created that health plan’s federal, state and local
government affairs programs. There, he received an award from the Blue Cross
Blue Shield Association recognizing innovation in public affairs programs for
creating a successful public affairs Intranet site. He has served on the
legislative strategy group of the American Association of Health Plans, the
legislative committee of the California Association of Health Plans, and was the
congressional and state relations coordinator for the Blue Cross Blue Shield
Association of America.

Dey also served for 11 years as vice president and senior vice president of
government relations for NME/Tenet Healthcare, a Fortune 500 hospital and health
company, developing a department responsible for legislative strategy and
lobbying activities at the federal, state and local levels. Immediately prior to
joining SCAN, he served as a consultant to the wireless industry and was also a
regional director of external affairs for AT&T Wireless, managing contract
lobbyists and successfully lobbying directly on issues of significance to
AT&T.

Dey holds a Bachelor of Arts degree in political science from Loyola University
in Los Angeles. He is also a graduate of the Institute of Comparative Political
and Economic Systems at Georgetown University in Washington, D.C., and completed
the course of study at the Public Affairs Institute.
